What is the WEE™ Framework?
WEE™ is UniHouse’s eight-stage workforce activation framework. It moves programme participants from outreach to sustained, verified income generation through three phases — Mobilise, Build, Activate — each with specific outputs, indicators, and measurable handover to the next. The framework is designed to be deployed across different delivery contexts. Ostathi is the platform UniHouse built to run WEE™ in markets where a digital learning marketplace is the right vehicle. In other engagements, WEE™ has been structured to deploy on a client’s own infrastructure, a national training system, or a partner-built environment. The eight stages and the measurement architecture stay constant; the delivery layer adapts.
The eight stages
The framework moves through three phases — Mobilise, Build, Activate — with eight discrete stages between outreach and sustained income. Each stage carries its own output and feeds the next.
Phase 1: Mobilise
Stages 1–2
Engage
Targeted digital outreach, funnel-based application systems, and mobilisation tools. In the Jordan deployment with the Ministry of Digital Economy and Entrepreneurship (MoDEE) under the World Bank YTJ programme, over 1,000 applications were received in five days.
Identify
Structured intake assessments, data segmentation, and cohort allocation. Programme participants are screened against eligibility, readiness, and labour market alignment criteria — not randomly selected.
Phase 2: Build
Stages 3–5
Develop
Labour-market-aligned competency development across tracks including Digital Marketing, Translation, Administrative Support, and Accounting. Each track is assessed through CDEF (Capacity Development Evaluation Framework).
Activate
Entrepreneurship readiness development, service definition, and gig economy orientation. Programme participants learn to price services, acquire clients, and operate as independent economic actors.
Brand
Verifiable certification, creation of an Ostathi digital profile, and professional identity establishment. This is the transition point from learner to market-ready service provider.
Phase 3: Activate
Stages 6–8
Launch
Marketplace onboarding on Ostathi, service listing activation, and initial promotion.
Earn
Client acquisition, verified income generation through the platform, and access to mentorship and employer-linked internships.
Grow
Income scaling, repeat client engagement, and the transition to sustainable, independent livelihoods. Tracked at 3, 6, and 12 months post-programme.
Currently Live in Jordan
WEE™ is deployed in Jordan under the World Bank Youth, Technology and Jobs programme with the Ministry of Digital Economy and Entrepreneurship (MoDEE). Over 1,000 applications were received in the first five days of outreach. This is one deployment of WEE™ — the framework is structured so further deployments can be built around different sectors, infrastructure, and partner requirements.
